The client undertook a significant transformation by adopting the Integrated Program Management Reporting (IPMR) schema. This move set a precedent within the Department of Defense (DoD) for effective data management and reporting.
This was the first large DoD buying activity to implement the use of the Integrated Program Management Reporting (IPMR) schema on a comprehensive basis, including the new Formats 6 and 7 files.
During the initial proof-of-concept, SNA Software was found to be the only company with a complete IPMR solution using a COTS approach, which SNA had extended to capture data down to the work package and element of cost, as well as schedule (the Integrated Master Schedule, or IMS). Simultaneously, OSD also established the DoD Central Repository for submission of all program management data requiring EVMS submissions.
SNA Software's data transformation solution, known as Envision Data Transformer, leverages Aerospace & Defense industry standard schema transfer files, such as the ANSI X12 839 transaction set, the IPMR and IPMDAR standard files (as well as other various third-party proprietary file types).
Comprehensive data integration was possible using the SNA’s Fabric Architecture with three main methods:

Our client implemented the IPMR schema, which included Formats 6 and 7, providing detailed insights into work-related activities. This transition enabled the application of predictive analytics and improved the timeliness and relevance of data available for decision-making.
Envision Data Transformer was used to create the necessary files for monthly deliverables (ex: IPMR Format 1-4). Government personnel also used Envision Data Transformer exporters to convert proprietary or legacy file formats into the industry standard schema’s so data is normalized with a repeatable and easy to use process. The Envision Database mirrors the IPMR and IPMDAR schemas with additional reporting tables and procedures added in, ensuring an objective non-proprietary structure should a government activity purchase a different solution.

The transformation resulted in a significant reduction in lead times for data analysis and reporting, from 30-45 days down to just a few days. Additionally, the accuracy and fidelity of data improved, enhancing program performance insights.
The estimated cost savings since 2015 are approximately $700K in direct software sustainment costs. Additionally, the reduction in direct labor associated with data management and the establishment of a tighter qualitative feedback relationship between the PMO and its suppliers contributed to the overall success of the project.
