Background

The Federal Oversight Agency is responsible for overseeing contract management for research and development efforts that result in the production of an end item application. The data required to perform this function is large in both breadth and depth, involving contracts that span years and resources requiring millions or billions of dollars in public funds.

FOA was one of the first organizations to adopt the Proteus Envision and Envision Data Transformer solution for the Integrated Program Management Reporting (IPMR) schema. The goal was to improve the efficiency and accuracy of data collection, processing, and utilization for system surveillance and compliance reviews.


The Proteus Envision and Envision Data Transformer solution leveraged the standard IPMR schema file to ensure data consistency and openness. These applications had been applied at the Office of the Secretary of Defense/PARCA office to provide a single source of truth and improve services and efficiency after the drawdown of FTEs.

Implementation

Our federal client implemented Proteus Envision Suite to capture, transform, and load data from various defense acquisition programs. This involved transitioning the environment from PARCA and addressing data issues to ensure reliability and accuracy.

SNA Software's data transformation solution was selected to provide an automated and standardized approach for program analysis, system surveillance, and compliance reviews.

The solution leverages the standard IPMR schema file to ensure data consistency and openness, enabling the submission of all datasets to the DoD Central Repository. The datasets are then converted to the IPMR and ingested into DCMA data repositories, where analysts can perform their program analysis, system surveillance, and compliance reviews.

The Proteus Envision Dashboard Apps and Envision Data Transformer solution automated the process of data collection, processing, and utilization. The digitization of data and the automation of analysis were specifically identified during training sessions and public forums in 2017 as being essential to improving services and efficiency.

The role of the Envision Data Transformer solution was significant in reducing the physical import of datasets from other digitized formats from two weeks of effort to anywhere from a few seconds to a portion of an hour.

Results

The implementation of SNA Software's data transformation solution resulted in significant improvements in data quality, accuracy, and timeliness.

The implementation led to the creation of a robust program performance database. This allowed our federal client to conduct comprehensive root cause analyses and make informed decisions based on reliable data. Additionally, data errors were significantly reduced.

The previously manual processes were now automated, reducing the labor-intensiveness of the operations and improving the agency's ability to respond to peaks in workload and onboard new contractor assessments.

This led to cost avoidance and increased efficiency, enabling Federal Oversight Agency to better fulfill its mission of ensuring the sufficiency of the systems being used to oversee the requirement for accounting for public funds.

The implementation of the Proteus Envision and Envision Data Transformer solution resulted in the total direct cost savings over five years were 1.2M + 22 months and the elimination of touch labor for data capture and load resulting in savings of $22.8M over five years.
